I’m running for Westerly Town Council to bring my experience, practical approach, and commitment to working together back to town government. With 16 years of Town Council service, more than 26 years as executive director of the Misquamicut Business Association, and firsthand experience as a local small business owner, I understand the challenges facing our residents and businesses.
I have a proven track record of working across political lines to build consensus and get things done for Westerly. I will bring that same approach to keeping our town affordable, improving essential infrastructure, and taking care of the public buildings and facilities taxpayers have already invested in.
My Priorities
Keep taxes low and Westerly affordable.
Residents deserve responsible budgeting and careful decisions about spending. I will scrutinize expenditures, protect essential services, and pursue grants and efficiencies to keep the burden on taxpayers as low as possible.
Repair our roads and sidewalks.
We need a clear, realistic schedule for repairs, with priorities and timelines residents can follow. Roadwork should be coordinated with water and sewer projects so we aren’t paying to dig up streets that were recently paved.
Ensure our water and sewer systems can meet our needs.
We must make absolutely sure our systems have the capacity to accommodate additional building and development while continuing to serve existing residents reliably. Infrastructure planning must go hand in hand with decisions about Westerly’s growth.
Maintain our town buildings and facilities.
Government is often willing to build something new but less consistent about taking care of it afterward. Preventive maintenance of our existing buildings and facilities will be one of my top priorities, protecting the taxpayers’ investment and addressing problems before they become more expensive.
Work together to get things done.
Progress requires listening, finding common ground, and following through. I will work across political lines and keep the everyday needs of Westerly residents at the center of council decisions.
About Caswell
Caswell Cooke, Jr. is a local business owner, real estate agent, and community leader who served on the Westerly Town Council for 16 years. He has been executive director of the Misquamicut Business Association since 2000 and owns Caswell’s Seafood Haven.
He attended St. Pius X Grammar School, The Prout School, and Boston University from 1992 to 1996. His experience includes a 1994 London internship working for a Member of Parliament and a Washington, D.C., internship working for a Member of Congress.
His community involvement and prior service include:
- Tunes on the Dunes Committee — 20 years.
- Christ Church vestry — 10 years, serving as junior warden and then senior warden.
- Chorus of Westerly — Board of Directors.
- Westerly Library and Wilcox Park — Board of Trustees.
- North End Community Development Corporation — liaison.
- Westerly 250th Committee — chair.
- Christ Church acolyte program — director.
- John McCain’s 2008 presidential campaign — Rhode Island vice chairman.
Caswell has also produced two documentaries and written a book. He is married to Christine Cooke and has two daughters, Maddy and Leah, and a stepson, Louis.
